This relatively backwater area was once overrun by spiders, buzzards and the occasional stray folks passed through on the way to Stonewatch has since been taken over by Blackrock clan of orcs who have a very large worg kennel here.
Now Alther''s Mill is down the road east of Lakeshire. Follow the road east from Lakeshire till you come to a fork in the road, head down the right path (dirt path) Watch out for the lvl1820beasts. The mill should be a building with a big saw in the middle.

Once inside the mill, I was never attacked and was able to focus on just lockpicking. By standing in location on the screenshot, I was able to pick 4 lockboxes without having to move which was nice. This was especially handy around level 65, which is when the lockboxes went green, because from then on it took multiple boxes to level up.

The best place I found to get this stuff all in one place is Alther''s Mill. Lots of Condors and Spiders, and the occasional Goretusk. But no one cares about the lack of Goretusks since you can find those guys in abudance near the flight path.
